Vietnam National University-Ho Chi Minh City (VNU-HCM) has during its recent visit to the province signed a framework agreement with Quang Ngai Provincial Government, committing to the province’s development of human resources, scientific research and technological transfer in the upcoming time.
VNU-HCM mission, led by its President, Prof. & Dr. Phan Thanh Binh, met and held talks with Quang Ngai leaders prior to the signing of the said agreement.
In line with the deal, VNU-HCM shall, in close cooperation with Quang Ngai, conduct enhancement training courses for the province’s staff, namely management staff, technical people, and researchers as well.
VNU-HCM shall also be involved in certain scientific studies for the sake of the provincial socio-economic development, which may cover a wide range of fields such as technological transfer, urban management, environmental management, etc.
Quang Ngai province, which houses one of the country’s leading economic zones-Dung Quat Economic Zone, has been in thirst for human resources, especially skilled labourers.
With the first ever oil refinery under construction and to be operational some time by February 2009, a large-scale shipyard in operation, a giant steel mill (some US$ 3 billion by the Taiwanese), a Korean heavy industry plant, and many other large-sized projects under way, Dung Quat Economic Zone is said to need some dozens of skilled labourers in the coming years.
This ubrupt industrial shift seems to be a tough challenge for Quang Ngai as the province has been emerging from an almost totally agriculture-based economy where well-trained and disciplined labourforce is normally assumed to be unneeded.
Quang Ngai seems to have already worked out an answer to the question by recently establishing a province-based human resource training institution-University of Pham Van Dong.
This is, however, still not sufficient as Quang Ngai needs much more than a training institution formed on the basis of the merge of a number of existing colleges and school in the province.
Accordingly, such a working visit by VNU-HCM, the largest and most distinguished university in Vietnam, has in fact brought a new wind of change for Quang Ngai as a whole and for some practical cooperation with Pham Van Dong University in particular.
During the stay in Quang Ngai, VNU-HCM mission also paid a site visit to Dung Quat Economic Zone, some locally-located enteprises, and met with the Pham Van Dong University Management.
Some assistance programs were reported to have been committed by VNU-HCM.
