QUANG NGAI AND ITS e-GOVERNMENT PLAN (08/08/2008)

 
Toward an internet-based government

Quang Ngai, used to known as a poor and chiefly agriculture-based coastal province in Central Vietnam, schedules to implement a plan to best use internet technology as a platform for providing its administrative services in the context the province is gaining speed in its economic take-off.

 

As per a long-held plan by Quang Ngai Government, about 90% of the exchanging information, providing services and transacting with citizens, businesses, and other arms of the provincial government shall be done via the use of internet by the year 2010.

 

This ambitious plan, recently released by the Provincial Department of Information and Communication, also reveals its serial targets to be achieved by 2010.

 

The key targets say, around 80% of government staff at provincial and district levels in the lowland areas and that of 50% in upland areas shall get full acsess to the use of e-mails; 90-100% of PCs in provincial and district-level offices and that of 40-50% at commune level be interconnected.

 

The delivery models shall include Government-to-Citizen or Government-to-Customer, Government-to-Business and Government-to-Government & Government-to-Employees.

The activities that may take place within each of the aforesaid interaction domains may cover some of the followings.

First of all, pushing information over the Internet shall be promoted to provide services such as regulatory services, general holidays, public hearing schedules, issue briefs, notifications, etc.

 

The other activity may cover two-way communications between the agency and the citizen, a business, or another government agency. In this model, users can engage in dialogue with agencies and post problems, comments, or requests to the agency.

 

Some transactions, e.g: lodging tax returns, applying for services and grants, meetings, etc, may also conducted online.

 

This plan, in addition to its purposes of administrative reform, aims at generating a turning point in its investment environment by improving the position in PCI Ratings, which seems important for the province to change its “unattractive image” one time in the eye of investors.

 

This electronic plan costs upto VND 53 billion to be realized.
