DUNG QUAT REFINERY: FINAL COUNTDOWNS (03/07/2008)

The Countdown Clock erected earlier at the gate of Dung Quat Refinery evenly strikes to count in decending order the number of days remaining before the most important event of the refinery-lauching day-in an emotionless manner despite the fact that over 10,000 labourers have been day and night working as if they had wanted to turn back the clock!

 

Quang Ngai, a province in the Central Region of Vietnam, has now been entering the peak time of the burning summer with daily average temperature of seldom less than 300C.

 

The atmosphere these days on Dung Quat Refinery construction site is always soaring in heat as thousands have been toiling in brilliant sunshine just to arrive on time, to put the refinery into operation by February 2009.   

 

Mr. Truong Van Tuyen, head of the PMB said approximately 94% of the refinery’s total work volume has been to date completed, of which engineering design accomplished, 99.6% of procurement done, and construction and installation accounted for 80%.

 

New and effective construction methods have been applied to push the construction schedules forward; as many as 10,000 workers and engineers have been mobilized on site.

 

All the tower have been successfully erected, just waiting for insulation and painting. So do all the storage and tanks.

 

At the construction site of the Refinery’s Ctalytic Cracking Unit, some 1000 workers and engineers are accelerating their paces of working to accomplish final aerial items. On the ground rapid movements of people, machineries and equipments are taking place in a well-planned manner.

 

On the technological pipeline 1, hundreds of workers are istalling and welding under strict supervision of engineers and experts.

 

Director of Lilama 7, engineer Bui Xuan Truong reveals on site that most of the pipework has so far completed and put under pressure tests. His company has now devoted all efforts, time and resources to the accomplishment of the pipeline 1, contributing to the commercial commencement of the refinery on 25 February 2009. 

 

In the power station site, over 400 skilled workers of Lilama 691 are finalizing the rest manipulations for the ventilation system. The boiler is expected to be test-run some time at the end of this July. 

 

Engineer Dinh Duc Trong, born in Mo Duc, Quang Ngai, who is in charge of the construction of units 15, 16, 17 and 21 said all are working under pressure, chasing with time. 

 

The BreakwaterEarlier on 17 June 2008,  Dung Quat Refinery Project Management Board conducted Acceptance Ceremony of the EPC Package 5A (the Breakwater), the first of 7 EPC Packages of DQR to be completed. This USD 100 million work, covered by wave-breaking strutures in the form of accropode (commenced its construction in October 2008 by the Netherlands-owned Contractor Van Oord) shall protect the port basin from waves to safeguard the vessels loading and unloading inside the port.

 

In another move and effort to pave the way for the refinery operation some time in February 2009, Dung Quat Rifinery Project Management Board (PMB) has recently signed contracts regarding provision of input materials and distribution of output products.

 

The clock strikes and the people work, neither waits for the other; only Quang Ngai people are expecting for the day the refinery’s flare burns.
