Deputy-General Director of Petro Vietnam Truong Van Tuyen-Head of Dung Quat Refinery Project Management Board talked about preparations paving ways for the Vietnam’s first Refinery operation in Feb. 2009.
Feb.2009 is deadline to put the Vietnam’s first Refinery into operation; could you please tell us planed-works to get the goal?
We have to date covered 35/44 months of EPC implementation, reaching 93.5% of total work-load. Nine months left, it is so short, but most important to decide the Refinery coming online as scheduled 25th Feb 2009.
So far, design work has been successfully finished, achieving 100% of schedule, procurement, 99.6% and construction 80%. However, some equipment procurement orders have been delayed due to foreign suppliers, we have requested the general contractor of Technip (TPC) to purchase ready-made equipments.
To reach the milestone of 44 months, we also command TPC, sub-contractors as well as investor to joint more efforts in mobilizing more engineers to cover supervision and check over for completed works, and that TPC’s professional experts be on site to manage test-run in the coming up time, and sub-contractors speed up gathering equipments, machineries as well as human resource at site.
By the way, we have also rallied 400 workers and electricians from PTSC, PVC to operate electric plant, which, as scheduled, shall firstly run next by head recovery steam generators early July 2008.

Is it important to assure deadline to ensure energy safety, reduce excess of imports over exports, and control increasing inflation?
It is. As you know the Refinery should have been put into operation along time ago with a goal of actively providing fuel to domestic market, but it in-fact delayed due to some reasons.
And now, we have been facing unstable price of fuel, which we yearly import 100%, so that it is very important and meaningful for us to assure the deadline. The 6.5 million ton per year Refinery, once come on streams, should ensure 30-40% domestic fuel.
Recently, Petro Vietnam inaugurated Binh Son Refining-Petrochemical Co Ltd with its charter capital of VND 30 billion to manufacture, process, trade, transport, distribute and im-export petroleum products and petrochemicals.
It shall also provide a wide range of services relating to petroleum and petrochemical industries, including consultancy, operation, maintenance, and repair.
Could you tell us human resource preparation?
We have scheduled over 1000 various professional engineers as well as skilled workers to drive the Refinery, and 700 of whom completed their training inside the country and abroad, having them all available at site for the sake of test run. And others shall close their training course in Vung Tau City by 15th August.
Key role engineers were not only trained abroad but also at site by Contractor Technip, who as contracted to provide technology hand-over on site.
Vietnamese Government has agreed for Petro Vietnam to hire foreign experts driving the Refinery at the beginning time of operation before Vietnamese engineers take over the drive. The Refinery shall also be the Vietnam’s first Petro-chemical training school.
