QUANG NGAI IZs: AN OVERVIEW (20/07/2007)

Pho Phong IZ detailed plan

Aside from the household name of Dung Quat Economic Zone (DQEZ) that has now been accelerating its pace of progression, Quang Ngai also houses three other industrial zones (IZ): Tinh Phong, Quang Phu, and Pho Phong.

Tinh Phong Industrial Zone, established in 1997 by Vietnam Prime Minister, covers a space of 350 ha just 7 km north of Quang Ngai downtown. It was originally intended for production of building material and export-oriented agro-forestry processing industries, and other supporting industries.

This is seen by many to be prospectively an “in the money” industrial park due to its advantageous geograpgical position and bright prospect to flourish. As far as the geographical position is concerned, the zone at an appropriate distance from either Quang Ngai downtown (7 km) or the country’s largest economic space of Dung Quat. This proximity brings it unquestionable advantages either in relying on the existing infrastructure of a city or concentrating on supporting industries for the sake of heavy industries to be based in its giant neighbour of DQEZ.

Thanks to the aforesaid advantages plus its “red-carpet welcome” policy, Tinh Phong IZ has now attracted over 30 projects with total investment capital of about VND 500 billion, most of which are in operation, creating jobs for thousands of labourers. This achievement is considered impressive as it was emerged from scratch just 10 years ago.

Quang Phu Industrial Zone that is developped from a group of factories located west of Quang Ngai city was officially set up in 1999 also by Vietnam Prime Minister to take up a space of approximately 150 ha. This industrial zone was designed farm produce and seafood processing industries, textiles and garment making industries for sake of export.

This enjoys the advantage of an area where industries are well established and growing, most noteworthy is Quang Ngai Sugar Corporation which is composed of a dozen of subsidiary plants. According to the latest statistic, there have been 36 projects licenced in the area so far with total registered capital of over VND 1,000 billion, 29 of which in operation.

The year 2001 was seen as a significant milestone in the development of the two foregoing industrial zones. The dark picture of the two before 2001 has been replaced with a much brighter one thanks to their recognizable improvement in both infrastructure and policy.

In 2007 alone, it is expected about 10 new projects with the investment amount of VND 1,500 billion shall be drawn into these provincial industrial magnets. The noteworthiest among these is Saigon-Quang Ngai Brewery Project that is scheduled to mobilize some time next month in Quang Phu IZ. This VND 1,200 billion project is designed to produce 100 million litre of beer a year.

These two IZs every year make a certain contribution to the provincial revenues, the amount this year is roughly estimated at VND 160 billion.

Perhaps, Pho Phong Industrial Zone shall set a last-ditch mark to finalize the picture of Quang Ngai provincial IZs. This IZ whose detailed plan was officially publicized on July the 7, 2007 in the district of Duc Pho, a district in the southern part of Quang Ngai province was approved inprinciple by Vietnam Prime Minister in 2006.

This industrial park occupies an area of 143.7 ha in the communes in the southmost district of the province, and designed as a midium-scale one, intended for processing farm produce, forestry products and seafood to make the most use of local resources. This is really an effort of the provincial administration to develop the southern part of the province to catch up up the northern one where large-scale Dung Quat Economic Zone with the country first ever oil refinery was seated.  It is now under construction.

Quang Ngai will take off, not long, and as a usual thought pattern goes, the three aforementioned IZs and DQEZ shall unquetionably play as a launching pad.
