Increase state budget collection

​That was the direction of Chairman of the provincial People's Committee Tran Ngoc Cang at the meeting to evaluate the situation of state budget revenue and expenditure in the province in the first 8 months and deploy key tasks and solutions in the last 4 months of the year.

According to the report at the meeting, in the first 8 months of 2019, the total budget revenue in the province reached 11,982 billion dong, as 60.7% of the estimate assigned by the Provincial People's Council.

Of which, revenue from export and import reached 2,190 billion dong, equaling 84.2% of the estimation; domestic revenue reached 9,792 billion dong, as 57.1% of the estimate.

Compared with the estimate assigned by the province, 09 out of 15 targeted revenues ensured progress and exceeded the estimation.

Over the same period, most of revenues increased. Of which, some targets increased such as lottery increased by 42.6%; personal income tax increased by 50.3%, land use fee increased by 144%; land rental increased by 201.1%; environment protection tax increased by 39.7%.

Expenditure in 8 months was over 7,190 billion dong, reaching 48% of estimate assigned by Provincial People's Council.

It is reported that estimated budget revenue for the year was estimated at 18,237 billion dong, as 92.3% of the yearly estimate.

The expenditure for the whole year was estimated at over 12,977 billion dong.

At the meeting, the delegates presented the reasons for the low revenue and proposed solutions to increase budget revenues.

Speaking at the meeting, Chairman of the provincial People's Committee Tran Ngoc Cang assessed that, in the first 8 months of the year, most of the revenues achieved good results.


 However, due to the price of crude oil fluctuating at a lower level than the estimated price, the revenue from Dung Quat Oil Refinery was lower than the assigned estimate, affecting the provincial budget revenue.

The Chairman of the Provincial People's Committee requested agencies, units and localities to organize the serious and effective implementation of the direction of the Provincial People's Committee on major tasks and solutions to implement the socio-economic development plan and the 2019 budget estimate.

The Provincial Tax Department and the provincial Customs Department shall coordinate with the concerned agencies and units in well implementing the tax laws and state budget collection tasks, and strive to fulfill the state budget collection task in 2019.

The Provincial Tax Department continues to focus on directing the drastic implementation of tax administration measures; closely monitoring the revenues; firmly grasp the budget collection progress, evaluate and analyze each specific locality, region and tax; identify clearly revenue sources and taxes and promptly propose effective management solutions; at the same time, there is a solution to urge revenue to reach and exceed the plan of revenues, increase non-state revenues, mineral revenues, capital construction, ...

At the same time, departments and agencies will promote reform of administrative procedures, avoid affecting the progress of projects, affecting the progress of state budget revenues; create conditions for investors to pay land use fees for real estate projects.

Department of Finance will advise the Provincial People's Committee to use financial resources to offset the loss from the Dung Quat Oil Refinery; propose to Dung Quat Oil Refinery to strive to achieve and exceed the assigned output.

Regarding budget expenditures, the Chairman of the Provincial People's Committee requested agencies and units to organize the management and management of state budget expenditures according to the prescribed schedule, within the assigned estimates to ensure strict, economical management; reduce investment expenses and some unnecessary regular expenses.
